Have you refilled the tanks before? Original HP ink?
Has the ink tank in question been refilled before?
Also be sure to check the print heads.
HP has online videos you can watch for both refilling the tanks and for checking the print heads.
Watch the 5821 (5820) videos to verify to yourself that you have done everything correctly.
