Keyboard/Mouse Not Detected

I took purchase an Asus Strix Z270E MoBo trying to rebuild my old computer. My problem is with the Keyboard/Mouse. When I start the computer, it boots and automatically goes into the Bios showing all fans operating. I can use a USB keboard to navigate, but once I exit the Bios and try to load the windows, I am not able to use the keyboard or the mouse. I tried all various USB port but still no keyboard or mouse. I even tried the PS/2 keyboard/mouse combo port but no luck. Has anyone faced this problem??

Here is the chain of the events:
1. Took out the motherboard, CPU, RAM, and hard drive.
2. installed new motherboard, CPU, RAM and new hard drive (SD). Added a wired keyboard and wired mouse (both USB0
3. Turned the computer on (for the first time) to see if it will boot, it did and went into the BIOS.
4. Keyboard was functional in the BIOS but not the mouse. Changed the boot priority to DVD player. The new SD was also detected
5. Inserted a Windows 7 in the DVD and re-booted the computer.
6. DVD started to load the Windows 7 into the new SD. Everything was going fine until the moment for configuring which required the use of the keyboard or the mouse. Neither worked.
7. I tried several times, each time using different USB ports but none of them worked. I spent many hours repeating the process but no luck.
8. Went back and re-installed the old hard drive which had the Windows 10, computer booted immediately and worked find.
9. Tuned off the computer and re-connected the power to the new SD, old hard drive and DVD player, changed the boot priority to old hard drive.
10. Turned computer on, it started with the old hard drive (Windows 10). Tried to load the windows 7 into the new SD.
11. It worked fine loading the Windows 7 until the moment for configuring the Windows, neither the keyboard or the mouse worked again.
My assessment is that the Windows 7 does not have the correct drivers for the USB ports. At this point I am preparing to purchase and download the Windows 10 (in my laptop) and use either load the new Windows to a USB drive or burn it into a DVD to use in the new computer.
Any suggestions or ideas are certainly appreciated.

2. Microsoft allows anyone to download Windows 10 for free and install it without a product key. It works perfectly well unactivated.
