When is/is there a best time to buy a gpu?

When would be the best time to buy a new GPU? Looking to get a GTX1080, would it be best to wait until the new line of GPUs come out or purchase one now?

The best time to buy anything (for me) is when I really need it.

Although at currently inflated GPU prices, I'd try to wait prices out and hope they come back down closer to MSRP.
Wait. Some prices are decreasing but not entirely.

Just for the record, ^ above card was going for 579 today morning, very close to MSRP. Its stock was bought out pretty quick and it is now 619.

We cannot predict. Logical choice would be july or so because around then the new GPU should release, but it is just a hunch. Depends on how badly you want it.
 
The best recipe is always, wait as long as you can. Wait for the next gen to arrive if possible. The price of the older GPUs will drop like flies and the new ones are more powerful...take your pick.

If you are in deep need of a GPU e.g. old one is broken, well..you are unlucky and you have to go buy a new one immediately.

If you want a GPU that badly e.g. due to not enough fps...well...what can I say...go get one now!

Would you recommend getting a prebuilt PC with the current prices? I would be building a whole new one in general and the prices seem to be cheaper on prebuilt.

Do you think these match up quite well? (prebuilt vs one I'd build)

The prebuilt has a 1080Ti, an unspecified 600W PSU, an unspecified motherboard, non-specific practically everything else with only one year warranty. Personally, I wouldn't consider buying a prebuilt PC with such generic specs since it usually means they'll be using the cheapest whatever they can get at the time - if they used high-quality parts, they'd make sure you knew about them to help justify the price premium.

When you build you own, you know exactly what you're getting and most parts will have 3-5 years warranty.

Non-specific 600W Aerocool PSU, no-go, Aerocool isn't a particularly good brand.
i7-7700k, 33% fewer cores than the i7-8700k, not really comparable.
2133MT/s RAM, just about the slowest DDR4 possible.

At least that one gives you a decent warranty and lifetime tech support for your extra cash if you don't want to deal with problems on your own.
