Should I upgrade my cooler?

I have a pc with a ryzen 5 1400, I have tried overclocking my pc but frankly the temps are too high.
The temps are fine if I set the fan speed of the wraith stealth cooler at 100%, but since I live is Kuwait which is basically a desert I have to clean my PC every week to prvent too much accumulation of dust. I was looking to upgrade my cooler and there is a great deal on the cooler master bllizzard t2, which supports an4 out of the box. Should I buy it

Depending on what your PC case supports you should get a large air cooler or a liquid cooler AIO with 240mm or larger radiator. So as Alan asked.. what is your budget, what case do you use, and what are your preferences (air or water)?

I have spent my entire budget on my pc so have to stick with cheap air coolers which are under 30$ but since I'm living in Kuwait I have to buy this because there is no other cooler in this price bracket which supports am4 out of the box , nobody ships the bracket to Kuwait. All the aio's are overpriced here, the cheapest ones are around 100$
