Computer Refusing to Boot At All

Hello, I just installed a new CPU, mother board PSU and water cooling loop. When I went to start the computer, it booted for a few minutes with everything running, I got to a screen where it said something like "windows is configuring new hardware". The computer then shut down and will not start at all. In order to check individual components I would have to drain both loops which I'm trying to avoid. Any help would be greatly appreciated.

Specs:
Mobo: Gigabyte Z370 Aorus Gaming 7
CPU: Intel i7 8700k
GPU: Gigabyte Aorus GTX 1080 ti x2
PSU: EVGA 1600 T2
RAM: 32 gb (4x 8gb) Corsair Vengeance
2x EK Revo D5 RGB Pumps

Alrighty then
The first thing I would do is to remove the CMOS battery, usually it cannot be missed.
Unplug your computer
Then I would hold in the start-button for 10s or so.
After that, the computer should start, be ready with your CD or other installation format.

No go :/ I'm thinking the motherboard is DOA. I had the PSU powering the pumps for 24 hours to test for leaks with no problems. The motherboards power indicator is on, but I can't even jump it.

I am sorry man, but it seemed like a reset would do the trick.
I cannot really see why it would stop working out of nowhere, if it did not have anything to do with the windows configuration.
Do you hear anything under start-up, any beeps?

Yeah, okay. It's most likely your motherboard then.

Just as a follow up, it was a dead PSU. When I removed it there were literally burned up pieces falling out :D Since I replaced the PSU everything has been running fine.
