What is wrong with my GPU?

I upgraded my pc, and kept getting blank screens with my GPU. I made sure its 2 x 6 pin power supplies were plugged in and it solved it.

I take my DDR4 up to 32GB again today and my pc will not give me a display if my HDMI is plugged into my motherboard at boot. I have to plug into my dedicated, boot, then plug back into my GPU HDMI socket.

Otherwise black screens.

Originally I had this problem when I cloned my win 10 to my new SSD. After reinstalling win 10 it fixed it. Now I put in another 16GB of ram and its doing it again.

My GPU is a Palitt 970, all drivers are updated.

If I have my HDMI plugged into my GPU and turn my computer on I get no display.

If I have my HDMI plugged into my motherboard and turn my computer on I can boot to desktop with display. If at that point I unplug my HDMI from my motherboard and put it into my GPU I keep the display. It does not go black.

I am thinking PSU issue although pcpartpicker has me at about 400w usage with my 500w PSU. Does a GPU draw more juice at startup? If so could my motherboard be powering it down?

That means nothing depending on a PSU's quality. What make and model PSU?

BTW: those online power calculators are worthless.
