Very low CPU usage while gaming (i3 8100)

Hello guys, i bought a new pc 2 months ago, everything work fine except gaming, cpu usage while gaming is very low about 10% but VGA fulload at 90-100%. It's cause the FPS in game very low, even i change many graphic setting. It's strange that when the game start my cpu jump up to 90% and decrease to 10% after 5-10 sec. Can you guys help me solve this problem, i use Intel burn test to check my cpu and everything is normal (temp, still fulload 100% in a long time...), thanks you.
My spec:
CPU i3 8100
Mobo Gigabyte Z370 Ultra Gaming
VGA Palit 1060 3Gb
16gb ddr4 2400 DATO
SSD Kingston 400 UV 120gb
HDD WD blue 1Tb
PSU Corsair VS500

if you don't mind, please tell us which game and what settings (including resolution) are you playing at.
looks like a gpu bottle neck, could be vram issue related to low frame buffer. (basically 3gb is getting used up, and needed to use system ram.)

Yes, i know but at least PUBG, The Witcher 3... all at lowest setting FPS should be 60 or more because compare with my friend's pc (i3 7100 and GTX 1050 2Gb) my FPS is about 1/2 in the same setting and his CPU alway at 60-70% all core.

Nope, it's alway at 50-60 in PUBG at lowest setting, the witcher 3 is about 20-40 with the same setting. I'm play games at resolution FullHD only. I'm not turn on vsnyc (checked) or use any software to limit my FPS because i'm just reinstall my OS and drivers but the problem still exist.
