Upgrading from i5-4440, is the i7-4790K a good option for a small budget in 2018? Or is a full upgrade a better idea?

I do a lot of gaming as well as recording & editing videos for YouTube and streaming to Twitch. Right now my CPU is at 90% usage when I edit video. I'm wondering if I really need to spend close to $1K for a major upgrade, or if I could just upgrade the CPU. Would the i7-4790K be enough of an upgrade?

This is my current build:

CPU: Intel - Core i5-4440 3.1GHz Quad-Core Processor
Motherboard: ASRock - H97 PRO4 ATX LGA1150 Motherboard
Memory: Kingston - HyperX Fury Black 8GB (2 x 4GB) DDR3-1600 Memory
Memory: Kingston - HyperX Fury Black 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Western Digital - WD Green 1TB 3.5" 5400RPM Internal Hard Drive
Storage: Western Digital - Blue 2TB 3.5" 5400RPM Internal Hard Drive
Storage: Western Digital - BLACK SERIES 2TB 3.5" 7200RPM Internal Hard Drive
Video Card: EVGA - GeForce GTX 1060 3GB 3GB SC GAMING Video Card
Case: Cooler Master - Elite 431 Plus (Black) ATX Mid Tower Case
Power Supply: Corsair - CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply
Optical Drive: Samsung - SH-224DB/BEBE DVD/CD Writer
Operating System: Microsoft - Windows 10 Pro OEM 64-bit
Case Fan: Cooler Master - Blade Master 76.8 CFM 120mm Fan (4 of these)

Any options/feedback would be great.

**Edit** I should also say that I need to keep the 16GB of RAM and I will be upgrading to 32GB as soon as I can afford it. If I do a full upgrade, how well would this work? I would just be replacing the CPU,MoBo, RAM & adding a CPU cooler.

CPU: Intel - Core i7-8700 3.2GHz 6-Core Processor
CPU Cooler: Noctua - NH-U9S 46.4 CFM CPU Cooler
Motherboard: MSI - Z370-A PRO ATX LGA1151 Motherboard
Memory: G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3000 Memory

It would be a good upgrade. You would effectively be doubling your logical cores which helps for editing. However, if you’re getting the K variant than i would suggest buying a Z97 motherboard to allow for overclocking.

i7-4790K costs $375 at Amazon....it's the'last hurrah' for folks on the DDR3 platform, so, high demand....

However, for that cost you could be in an R5-1600 with 12 threads, and a new B350 MB, and have money left for DDR4...possibly with change left over! :)
