Solution
RX-580 8GB, and
GTX1060 6GB

Those are the two best choices. There are pros and cons to both including power consumption being higher on the RX-580 by a lot (which may or may not matter).

Without getting into all the pros and cons I'll just mention one and that is Freesync. If you have a monitor with this or may buy one soon I'd go with the RX-580.

NVidia is better overall for more solid driver support so my quick answer is get a GTX1060 6GB. (may be STOCK ISSUES on many cards).

Note prices may DROP a lot in the next couple months but nobody is certain (crypto mining etc). We had GTX1070's last year for $400USD.

THIS should list some potential cards: https://pcpartpicker.com/products/video-card/#X=34500,40408&sort=-rating&c=373

IMO...

IMO the best card is the Asus Strix: https://pcpartpicker.com/product/3bL7YJ/asus-geforce-gtx-1060-6gb-strix-video-card-rog-strix-gtx1060-o6g-gaming

I don't recommend any SINGLE FAN solutions. Either x2 or x3 fans to keep noise down and cooling up for max frequency when overclocking (i.e. 2000MHz depending on silicon lottery).

I'm not sure what to think about the Gigabyte cards. For example some had really thin shrouds that damaged easily. Anyway, my LEAST EXPENSIVE favorite is this one from EVGA:

RX-580 can do better in many modern games so it will be interesting to see how it compares in say 2019 vs the GTX1060 6GB for 2017 to 2019 games.

My understanding is you can get up to 20% boost in some modern games like DOOM, but that on average for old plus new it's nearly identical.

There's just not enough DX12 or Vulkan games that show the benefits of these cards (to oversimplify, using DX12 or Vulkan on NVidia Pascal sees little benefit because the architecture is operating near full usage already... on AMD cards the ASync Compute allows the card to use its GPU more fully as a lot of DX11 games can't in part due to the efficiency of AMD's DX11 drivers being not as good as NVidia's).
