Streaming HBO/ Netflix lags my computer hard

Hey guys, I've been having this issue for a long while and have searched high and low for an answer, even on this forum, so I figured it was time to start asking questions myself.

My rig is a PC that I built myself. It is made with:
-AMD Ryzen 5 1600 6-core (3.20 GHz)
-8 GB Memory
-NVid Geforce GTX 1050
-An ASUS motherboard which I can't recall the name of at the moment.
-A decent sized hard drive

I also have two monitors. One is a Dell D2015 connected to the gpu by a DVI port, the other is a Samsung S22E310 which is hooked up by a hdmi. That isn't optimal, though I'm not sure it's the root of the issue I'm having.

Which brings me to the issue. Whenever I stream HBO or Netflix, there is always a good chance (probably happens 75% of the time) that my computer will slow down a lot, though not freeze completely, the second monitor will turn off and on over and over, and the video itself will be lagging. This won't end until I shut down the video.

I've tried streaming with Opera, Chrome and Microsoft Edge, all of which have resulted in the same problem. I've turned off hardware acceleration. I've tried changing the setting in my nvidea control panel to have the video prefer desktop programs, as opposed to full screen videos. And yes, I have tried turning my computer off and back on.

I'm sort of at a loss as to things I can do to solve this, and in writing this I'm trying to be as thorough as possible about the issues I'm having, so if anyone could lend me a hand, I would certainly appreciate the assistance!

It isn't an issue with the hardware unless something is faulty. This is likely a software problem unless the hardware is faulty. If you could reset everything to defaults and load a clean install of windows with only the necessary drivers/software to run the videos on netflix and hbo then that would be a great first step toward solving your problem.

That means clear the CMOS.
Install Windows on either your main drive or a secondary drive for testing purposes.
Install only the necessary drivers and software
Test the PC by trying to watch the video again.

Yes.

Also, it probably isn't my internet. I pay for pretty good service and never have issues with anything else. This is definitely a problem related to my PC.

Hmm. Something to consider. I don't have time for it today, though by the weekend I should be able to try this out.
