Computer Freezing and Stuttering

While playing some games, such as Tera Online, my computer will have these fits of stuttering or freezing, and it will happen randomly. Sometimes when I am just standing still, other times during combat, etc. I have narrowed it down to the CPU, at least I think. I am using CPUID to monitor my temps and loads. My cpu threads are reaching between 95 and 100% and causing the pc to freeze. My cpu temps are not going any higher than 60-62, very rarely it hits 65 but that is the highest I have ever seen it go. According the temp ranges of the cpu, it should still be ok and I don't think it is overheating. The very odd thing is, I can get it to instantly recover by Ctrl-Alt-Del and bringing up task manager. I am stuck and not sure where to go from here.

Things I have tried:

Adding Tera and other games to Windows Defender and Malwarebytes

Disabling WD and Malwarebytes

Putting the games on a higher and lower priority in Task Manager

Making sure the cpu fan is working and the thermal paste was set properly

Re-installing windows

Making sure drivers are up-to-date

Rolling back drivers to see if new ones were screwing things up

Dusted out the inside of my case

Re-installed games

Tried launching through Nvidia Experience on optimal settings

Disabling Nvidia Experience

Clean booting windows - (disabling all non-windows related processes)

Checking power cord and power supply for damage or faulty wires

Checked wires going into the motherboard



Hopefully, someone can help me with this because I am really hoping it is not my cpu taking a shit.



 
I would check your GPU in another rig, or , borrow a different GPU to test in yours...; do your testing offline, to be sure you are not simply lagging out, and judging a poor internet connection or slow/bandwidth-challenged server as video issues.

(Make sure graphical settings are low enough for the 780Ti, which is challenged by the GTX1050 today, just to keep it's performance at realistic modern expectations)

Sorry, I am not very knowledgeable with this. So, can a bad connection to the server or some connectivity issue be causing these symptoms or no? I did do a diagnostic scan with some of the games and the connection was not the best, but I didnt think that could be an issue with freezing.
