GPU or CPU Issue?

I just got a new GTX 1080 and have a core i5-4690k with 16gb of RAM. Everything was running perfectly fine for a week and then all of the sudden while playing a video game frames would freeze for a second and then return to normal. GPU temps are never any higher than 82c and CPU is also running normal temps. Is the CPU throttling my GPU or is the GPU the issue?

there was a thread on the GeForce forum that helped me - apparently folks over there feel Nvidia has released a number of "buggy" drivers for the past 4 or 5 releases - they identify the latest driver they feel is stable. Fortunately all the GTX series use the same drivers, so this may apply to you
