8700k static frequency with speed shift enabled

Ive been trying for about an hour to get my 8700k stable at 5.1ghz and got it stable at 1.36, although this motherboard (aorus gaming 7) seems to under deliver on the voltage and is reading at 1.34-5 under load.
Thats all fine but, its static at 5.1ghz and since im a variable voltage kind of guy i see no point in this, i enabled speed shift and even force halt but it stays at 5.1 ghz.

I find this kind of worrying since i dont realy want my chip at 1.35v 24/7 thats the main reason i use variable voltage. LLC is set to 4(high) and i even set the power management to power saver to see if it being on performance was the issue but it didnt change anything.
Edit: with my motherboard 5.0ghz preset it changes just fine, but as soon as i put 51 in the turbo multiplier and set my voltade to 1.36 its stuck at 5.1
 
That's a lot lower voltage than some are using to reach 5.1 on that CPU and it's just fine as long as you are in good normal load temperature ranges, what are they?

As far as the static voltage Gigabyte has always had a different type of BIOS settings maybe someone with a Gigabyte M/B will stop by to help you specifically as I am running an ASUS M/B.

Forgot to answer this, my bad.
Not dellided under full load cpu and fpu in aida it peaks at 89 for a split second and the average was 82 i think.
Using a kraken x62 v2 as intake
