Currently in my PC I'm a running a 120gb ssd as boot and a 1tb HDD for Mass storage, however I am currently running out of space and would like to uogarde to an nvme m.2 ssd. I was wondering if there is a way to make the m.2 my boot drive without haveing to wipe any data on my ssd or hdd

Solution
What motherboard do you have? Which OS? This has implications on the m.2 NVMe drive.

But, if it will work with your motherboard, clone from the old drive to the new drive

Exactly like this:
Specific steps for a successful clone operation:
-----------------------------
Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives...

You're looking wanting to clone the data from the SSD to the new M.2 SSD. Using Acronis True Image 2018 is one product that can be used to accomplish this

Short answer: It can be done with some exceptions.

Long answer: It depends on if you're running Windows 7, or Windows 10 as Windows 7 doesn't natively support booting off an M.2 SSD if it's NVMe based.

Disconnect ALL drives except for the new SSD
This is to allow the system to try to boot from ONLY the SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
