Should i buy a ssd or a new monitor?

It's really up to your own personal choice here.
If the loading times are really getting on your nerves and making you angry then go for the SSD, if you can live with the longer loading times an upgraded monitor is the obvious choice.

Of the two monitors I'd opt for the smaller Acer, 32" is really too large for a desktop display, unless you can sit at least 2 metres away.
I don't play Skyrim but have well over 100 hours total time on Wild Hunt and can say, with my hand on my heart, that it looks absolutely fabulous on my 27" 1440 Acer IPS screen ( similar to the one you have in mind, mine's 144Hz Freesync, though ).
So, I suggest you try to see monitors like those you are thinking about, or even 24" ones, actually working, speak to...

Instant gratification - - - 27" monitor. 34" monitor is too big IMHO. I don't think a monitor should be wider than the distance from my eyes to the monitor. And most of us sit about 25" from the monitor. SSD may speed up the loading of your games but rarely speed the FPS. And they are coming down in price regularly.

well, I was suffering from 100% disk usage but I fixed it so which monitor should i get the 27" ou the ultrawide 34"? I play Skyrim full of mods so i would appreciate the faster loading times

 
If you must have shorter loading times then an SSD is the way to go but that's all it'll do, and unless you can shrink the current main HDD partition to below 500Gb you won't be able to clone it to the new SSD, pretty well forcing you to reinstall everything from scratch.

With that configuration I'd go for the monitor, a 27" 1440 IPS screen is going to make Skyrim look fabulous and the GTX1070 shouldn't struggle too much because it's a 60Hz display.
As a matter of interest, how much would you pay for the monitors you list? A quick check shows the LG as being quite expensive while the Acer is...less expensive.

I live in Brazil so the prices are different but the difference between the Acer and LG is less than 70 bucks

If you have a 1070 with an i5 8400, you could get a 144Hz monitor which would be excellent for eSports titles and in general. But if you care about loading times, folder opening and general stuff inside the OS, then an SSD would be better. It all depends what you want more.

Yes but i dont play eSport titles im more of a casual player i play skyrim the witcher (genearly games that are more about the visual than the gameplay)

If you only play on 1080p, a 1070 can push 144Hz easily in any game. A 1080p 144Hz panel is quite cheap, BenQ Zowie XL2411 for example. It's a gaming monitor, 24" and costs £230 on Amazon UK.
If you have some random 21" monitor, I reckon any quality 24" to 27" would be a huge upgrade regardless of Hz. 1440p 27" 60Hz monitor would make your games look awesome. 1070 can easily push 1440p 60hz. For the best viewing angles, look for an IPS panel.

I am generally in agreement with the others in this thread as to getting the monitor. But what is your current storage configuration? Why the need for an SSD?
