Dropping from 144 frames to 30 for a second

So my specs are shown above, basically when playing overwatch specifically (not played any other games since the issue started) ill be playing with a solid 144 frames. I then just suddenly drop down to 20 frames for a second and this happens quite a few times each game, everything statistics wise looks fine im getting a max 72 degrees GPU im most of the time at 130-144 fps, my VRAM usage is only at 1.2, so i really dont know what the issue is :/ if anyone could help or just give some suggestions that would be great.

so ive just gone to check what you asked in task manager, and my cpu usage is around 80% and gpu usage is 100% :/ when i checked a few months back it was the other way around my cpu was 100% and my gpu was about 71%. I dont know if this could cause the issue?

as for my ram usage its at 6.9

my cpu temp is 57 degrees max

When you have Vsync enable and your frame rate drops below the target refresh rate of your monitor, the Vsync tries to stabilise the frame rate to the next refresh rate variable. But this depends on the game or driver implementation of vsync
