Make sure that the external drive with USB3 interface also comes with its own power supply. That might be just a cord to plug into the wall if the power supply components are inside the case, or it might be a "wall wart" with a small-size wire to a socket on the drive. Do NOT get one of those new "USB3 Laptop Hard Drives" that have NO power supply and rely on the USB3 connection to provide their power. A USB3 port can supply up to 0.9 A current to an attached device, but there are virtually NO 3½" HDD units, and especially none of that size that run 7200 rpm. that can run on power that low.

As an internal, or external drive?

PS4's use a 2.5" form factor, so the 3.5" drive will not physically fit as an internal drive.
Any 2.5" drive with a SATA interface would work.

If you're replacing the internals, aim for 7200rpm drives as a minimum. An SSD would be nice and fast, but $200 isn't going to get you much re: capacity.

As an external drive, any HDD using USB (ideally USB3) should work. The PS4 will even format it for you

I like to use a USB 3.0 Drive Dock (a Toaster).
I have a lot of older spare drives around that I use to make back ups.
I keep them in the original boxes and label each box so I know what they are storing.

With a toaster dock you just pop any bare drive (3.5" or 2.5") into it and turn it on.
This way you can keep a few drives big or small to store your games.
Maybe each drive has different types of games. One for racing games and one for shooting games.

Western Digital, HGST (owned by WD) and Toshiba hard drives are fast (depending on the model) and reliable.
You could even get a Solid State Drive to pop into your toaster.
