GPU issue (still working fans and bios detects it)

So i found a guy selling his gtx 960 for a cheap price, but that card is defective. He says that sometimes there's no display. But he also said that the GPU still get detected by bios and the fans are working. What do you guys think is the problem? Here's the pic of the GPU https://imgur.com/a/KSlMlWh

PS: he said that he doesn't want it to get repair to shop because he already have a new GPU and might as well just sell his old one.

Solution
Exactly (well, I'm in Canada, but the point stands )

Even removing regional circumstances, $20 to one person may be disposable.
To someone else, even down the street, may mean something completely different.

As I said, if it were me, it would be worth the risk -- but I'd be fully prepared to lose that $20.

I'd suggest looking at it the same way. View it as if it won't work. If you can afford to lose whatever the cost is, and be perfectly fine with that -- go for it.

If you cannot, then pass on the deal.

If it works in the BIOS, but loses signal heading into Windows.... there's a couple of potential causes, but no guarantees.
1. GPU driver conflicts. The driver won't load until you enter Windows, so could be conflicting at that point.
2. Temperature issues. Unlikely, but if the fan no longer works, an overheating card wouldn't output any display
3. Failing VRAM on the card. BIOS typically doesn't show issues/artifacts for some reason, but entering into Windows, artifacting can become more obvious and, in extreme examples would fail to display an image.

Driver conflicts and temperature issues are fixable (and pretty easy, all things considered).
Actually defective cards, like VRAM etc.... is not economical to repair.

so what do i do? Do i pass on this one? Also btw its the gtx 960 4gb version (if that matters lol) for $28. I could ask him to lower its price since he probably doesn't care and just want to have some extra money.

That's a legit 960.

Pics aren't going to tell you anything, unfortunately (other than confirm the card you're talking about).

Can you see it operational in the BIOS? If they'll show you it "working" so you can further explain what specifically happens..... it's probably worth a $20 "risk" (to me at least).

True that. Different country different life. In the US people age of mine can probably save money for a week or days that takes months for us.
