I have asus rog gl702zc with desktop cpu (amd ryzen 7 1700) tdp 65w, can i change the spu with ryzen 7 2700 2nd gen (tdp 65w) ?

Yes, you will need to do a BIOS update first.
You won't see any performance gain if that's what you might be expecting.
You will see a little bit of performance increase with a x470 chipset.

no performance gain and a 65 watt tdp chip 2700x is already out?
I would expect the chip to have performance gains.
