My RX 460 is performing worse than my NVIDIA GT 730

So... I've been having a serious problem for a while now.
My ASUS RX 460 STRIX graphics card should be getting this Passmark G3D score:

But this is what it's currently at:

The DirectX 12 test wouldn't even run.

And with that, I'm getting absolutely terrible performance in games. Performance that's worse than an NVIDIA GT 730.

I've tried countless things to fix this problem. I did a custom bios mod to increase performance a bit. Nothing changed. I imported a custom profile to the AMD settings that forced the core & memory clock speeds to be at the maximum, constantly. Nothing changed.

I'm really frustrated. I've been having this problem now for over 6 months. I've watched countless youtube videos on similar problems and did what they said to do. Didn't help.

Yes, everything is plugged in to my computer correctly. In fact, I tried this graphics card on Linux (Ubuntu 17.04) AND in a completely different system. Performance still sucked.

Btw these were both custom rigs.
 
I would try is to clean the drivers completley, download DDU (display driver uninstaller) go to safe mode ,
here windows 10 guide to safe mode; https://www.digitalcitizen.life/4-ways-boot-safe-mode-w... use SHIFT+RESTART method.

After unpacking and launching DDU run Clean and restart, after restarting download latest drivers and install them.

Can you take screenshot of the GPU-Z? (the main tab/first tab)

Have you installed the latest drivers?

Well that's a bit weird. After I did the DDU my card doesn't any display anymore. Like... I think the gpu was degrading or something like that. Just tried it on a different motherboard/system, no output... hmm..
Yeah this all makes sense now. GPU-Z shows what a normal RX 460 shows on the main tab. Also temps were average before it seems to have been bricked.

Solved I guess

Update: card seems to be working now. It is outputting to my display. I will check the performance to see if it's still bad. And @Robert Ban, I bought the card brand new from Amazon
