CPU multiplier/clock shows up lower than it should.

I recently upgraded my PC to newer hardware. I got a Ryzen 3 1200, and it's in an Asus Prime B350M-E. I overclocked it to 3.9GHz at 1.38V - or at least that what the BIOS says. When I was testing it in Aida64, I realized that it said it was running at 2.8GHZ, with a bus speed of 100MHz and a 28x multiplier, when it should be a 39x multiplier. I then checked with CPU-Z and CoreTemp and they all say the same thing. I double checked in the BIOS, and it still said 3.9GHz. Is this just a glitch in the monitoring, or is my CPU underclocking after boot? If so, are there any fixes? Also, cooling is not an issue, there is no throttling and it's being cooled by a Cryorig H7 which is way overkill.

I'm aware, the clock here is not shifting at all. Whether idling or running a 100% stress test, it's still 2.8GHz.
 


Are you sure bios did not reset settings ? A lot of ppl saying it's hard to get R1200 to 3.9 :)
3.6ghz with 1.29v
3.8 ghz with 1.25v
3.8ghz @ 1.2250V,
maybe its worth to go back to 3.8 and lower voltage by a large margin ?
make photo of bios settings for us.

BIG UPDATE: Just ran CPU Mark and sure enough this thing got a way lower value than expected. The average R3 1200 (@ stock speeds of 3.1-3.4GHz) score on Passmark's website is 6842, mine scored 5991. So this is for sure not a monitoring issue, the CPU is actually running at 2.8GHz.
