Frequent frame drops while gaming

So I recently got a used pre-built PC from 2015, and the previous owner said gaming was always smooth. The PC sat in a closet for like 2 years before I got it. I fresh installed Windows 10. At first it felt like gaming was consistent while running low with 60 fps, but lately there's been frequent fps drops.

I've been playing my three games with low everything, no anti-aliasing and fps set to 60. CSGO performs the worst, with an fps fluctuating randomly between 30-65 and averaging 45. With Overwatch and Fortnite it stays around 60, but fluctuates frequently between 50-60 fps. While playing Fortnite I notice my PC randomly freezes sometimes for a few seconds too, distorting audio and turning it into a buzzing sort of sound. Overwatch and Fortnite perform decent though, averaging 55 fps.

CPU Statistics:
- Temperature: 80 - 90 degrees gaming, 40 - 70 degrees idle (HWMonitor and CAM)
- Thermal Margin: 25 - 35 gaming, 40 - 50 degrees idle (AMD Overdrive)
- Load: 80% playing csgo

GPU Statistics:
- Temperature: 40 - 60 degrees gaming, 0 - 10 degrees idle (CAM)
- Load: 20% playing csgo

What I've tried:
- Replaced the thermal paste. Temperatures didn't seem to reduce very much, but the frame drops did seem less severe.
- Set power mode to Performance
- Cleaned out the PC with compressed air
- Update GPU drivers
- Not overclocking the CPU
- Updated audio drivers for mobo
- Left the side panel open

Is it worth replacing the stock CPU fan maybe? Any help is sincerely appreciated.

When you installed win10 did you also get the most recent chipset drivers from the motherboard manufacturer (not just audio)? Chipset, LAN, storage, etc.

Are you certain you’re plugged into the gpu and not the onboard graphics?

Trust Overdrive, not the others.
