With the RX550, you won't notice any performance hits. Not sure why you're seeing only x8 unless maybe you're not using an Ivy Bridge processor?

From your user's manual:

1 x PCI Express 3.0 x16 Slot (Blue @ x16 mode)
PCIE 3.0 is only supported with Intel Ivy Bridge CPU.
With Intel Sandy Bridge CPU, it only supports PCIE 2.0

PCIE 2.0x16 is equivalent to PCIE 3.0x8, so if you have a SandyBridge processor, regardless of what you set in BIOS, it's still only PCIE 2.0.

If you're running an IvyBridge processor, then it's probably just mis-reading it somewhere.
