No doubt. Ryzen 7 1700 is better if you want to buy. I am intel fan. But in this case performance matters.

So go with ryzen 7 1700.
And currently your gpu is good enough to play most of games on high not at ultra but good for high at 1080 with 60+.

Or you can buy gtx 1070 in future if you want.

You want a workstation CPU and the 8400 is a gaming chip. You will see much better performance in the applications you listed from the extra threads of Ryzen. The 1700 is a great CPU, but you may want to consider the 2700 as was just released by AMD and is priced in the same range as the 1700.

As for your 960, it really depends on what you are using it for and what resolution. If you like to game, then the 960 is a generation old and a budget GPU. So you may want to upgrade. If you play 1080p then I would look at a 1060 6gb. Anything less than that would be too small of a jump. If you like 1440p or 4k you will need at least a 1070.
