Hw to install Microsoft.net Framework 3.5

Hi everyone!
I want to ask that my pc has no network card (neither internal nor external).My pc has Windows 10 and it asks that an app on your pc needs Microsoft.net framework 2.0 to 3.5.
I can not install online therefore I downloaded offline setup.When I open it the same message again appears that an app on your pc.....
I can not download it through my pc Is there any way of installing it without Internet on my pc..

There are workarounds but I believe they require you having a Windows 10 or windows 8 install disk/iso. Is there no chance of getting internet access to your system? Even borrowing/buying a cheap usb wifi adaptor?

No I can not buy my self as I'm a student.And there is no way of a accessing Internet to my pc. Is installing. Net framework possible only through Kennett on windows 10?
