Ethernet cable keeps pc from shutting down

I need an explanation for what happend because i think someone tried to do something with my pc.

problem pc dindt shutoff when i pressed shutdown. i unplugged my ethernet cable and tried again(the leds were still on). it worked it shut off but why and how could this have happend. is it possible for someone too keep someone's pc turned on through an ethernet cable? WTF please help

I turned of all portforwarding and tried to shutoff pc with ethernet cable in it. it still wont shutoff. i also dont get any bios screens dont know if that s because the program from msi or something evil. i realy do need an explanation if i dont hear any thing il be resetting my pc. i dont mind doing it but its bothersome and i rather figure out if this was done by someone else.

Msi sli plus z370
Gigabyte 1080ti wb edition
Gskill Ram 3000mhz
Heatsink: cooler master hyper 212X this one speeds up.
PSU: Coolermaster MWE BRONZE 650

Do you have Wake Up Events turned on in the BIOS?

Wake Up Event By [BIOS] Selects the wake up event by BIOS or operating system.
- Resume By PCI-E Device: Enables or disables the wake up function of installed PCI-E expansion cards,
- Resume By Onboard Intel LAN: Enables or disables the system wake up by Onboard Intel LAN.
- Resume By USB Device: Enables or disables the system wake up by USB devices.

1. Have you looked over all your drivers in Device Manager and made sure they are all up to date?
2. Have you run a virus and malware scan on your computer?

Yes i shift+restarted into safe mode and from there i could get into the bios but no other way.
I sent my pc to the place wich i bought the parts from they are going to check my hardware. because i tried booting without any hard disk installed. and it still dindt boot into bios so i gave up because i also formatted my ssd because i thought it was a software problem. but if you cant get into the bios how am i supossed to install windows on it.

Thanks for your help from this point on and i hope i get my pc running perfectly fine in this month.
