Windows 10 Install Error 0x80070570

I'm trying to reinstall windows 10 onto my laptop (it originally came with windows 10, I swapped it for ubuntu, and eventually realized windows 10 better suited my needs) but eveytime I get to a little ways into the install (between 7-25%) I get a 0x80070570 error. I've tried a lot of the suggestions on other posts with this issue, and I've checked my SATA, safeboot, and boot settings in BIOS and nothing has seemed to help.

My Laptop:
Dell XPS15
Core i7 6500U CPU

I've been trying to install off a USB I purchased directly from microsoft.

Any help would be appreciated! thanks :)

So It won't let me reformat the drive itself, so I deleted all the partitions, then created a new partition that is the same size of the drive (minus a portion that windows reserves) and I reformatted that partition.

Is there a way to reformat just the hard drive itself in the Windows downloader? the reformat is greyed out for the SSD on my machine

During the OS install, you get the option to DELETE all the existing partitions.
You need to do this.
You do not need to create or format things individually.

Boot from your install media (USB or DVD), and start the process.
When it asks 'which type of installation do you want', select Custom.
You'll be presented with a list of all existing partitions.
Delete ALL of them, leaving one large space.
Continue, and let the install create what it needs.
