I have mouse input lag in every game

I have been having bad input lag in my games, disabling high dpi scale helps a little bit. Games like csgo, fortnite, and rainbow six get really bad input lag. I don't know if it is a problem with my system, or my pc parts.

I only use chrome with only a couple of extension, and they usually shutdown whenever I close chrome.

They don't always shut down. Once malware/Trojans have opened up ports, they'll swamp your isp regardless of if you are actually on the internet through a browser or not. You are still connected to the internet.

Check your add/remove programs for anything you know shouldn't be there.
