That does seem a tad high on both counts; even my i7 6850K@4.7Ghz (1.1Ghz overclock from stock) idles @32C for the entire package and 29C max for individual cores. Have you tried with the side of your case off? Also what is the ambient temperature in your room? Do you live somewhere very hot?
