Ryzen 3 2200G Individual Core Clocks not reaching listed speeds

Before i get the usual response, i did google the hell out of this question, found nothing informative.

My Ryzen 3 2200G Individual Core speeds are not running at the specified 3.5-3.7GHz.

Instead im noticing in HWMonitor that each core is running anywhere from 911-923MHz (as in at full load, my highest clock speed on each core is either 911 across the board OR 923 across the board).

It was my understanding that each core should be hitting that 3.5GHz minimum at full load, maybe im completely wrong or just dont understand APU's but oddly the 4 cores running 911-923 puts me close to a 3.6-3.7GHz range in a weird way (eg; 911MHz*4=3,644MHz) but that doesnt seem right and more like a coincidence?

So is there something im missing or is this just how this APU is designed to run? Ive also noticed my max CPU temps never go above 43C, lots of odd things im discovering since moving from Intel CPU to this AMD APU

System specs:
-Win 10 (inactive due to original license being an OEM win7 update i keep carrying around)
-Ryzen 3 2200G 3.5GHz APU W/Hyper 212 Evo single fan setup
-ASRock A320M-DGS MOBO (i know, i know, cant OC on it, it was a bundle)
-XFX R7 360 2GB GPU (pulling the weight during gaming until i get a b350 board and OC the APU)
-8GB single channel DDR4 2400 OC to 3200 with 21, 21, 21, 52 timing
-256GB 3x4 WD Black M.2 SSD
-1TB 7200RPM 3.5" WD Blue HDD

If you're motherbd's Bios is not at version 4.40 or greater then you probably just need to update it link here You will need to be at v3.40 before you can upgrade to the 4.x releases.
