Random, Frequent Crashes with Striped Screen

I've been having this issue for months where my PC randomly crashes when playing games or watching videos. The PC suddenly crashes, showing vertical striped screen on the monitor, the sound continues to play for 1 or 2 seconds, then it stops and everything becomes unresponsive. I have to restart the machine to make it work again. Oddly enough, when I turn it off, sometimes my PC will try to turn itself on, only to fail to post to BIOS and then it turns itself on again. This can repeat a few times until it can finally boot to Windows. I've tried many things to pinpoint the source of the problem, to no avail. I even upgraded my OS from Windows 8.1 to Windows 10.

Some days ago, I moved my VGA card to the lower PCI-E slot and it seemed to work fine for several days. But then the problem happens again for unknown reasons. I thought it might have something to do with windows updates so I uninstalled some of them and stopped windows from automatically updating. But it seems like the problem occurs when the VGA card is under light or heavy load.

Please tell me what to do to solve this. Is it my hardware (VGA card, motherboard) or is it my drivers, or maybe my OS? I read a lot of similar articles on the internet and all of them have one thing in common: they all have Radeon cards. I don't want to replace my card since I'm not even sure yet about what's causing the problem.

Even before I cleaned the dust on my PC, the temps were still good.

Not enough power, like my PSU is not adequate? When the PC was new, I could use it no problem though. What about the time when I used a different PCI-E slot for my VGA card? What made it work?

Here's a list about how my PC has been crashing so far, in no particular order:
- The most frequent scenario is the one I described above
- Once the striped screen appeared, but I could still hear sounds normally. My voice call over Discord wasn't even disrupted. After a couple of minutes, the striped screen went away, followed by a black screen, then a youtube video I was watching and a game I was playing turned into black and neon-green monotone video
- Once again, the striped screen appeared, but I could still hear sounds normally. After a couple of minutes though, the PC stopped responding
- A very brief (a few miliseconds) striped screen followed by my PC shutting down with the circling-balls animation screen
- Immediate shutting down animation screen
- Instant shut downs, like when you switched the button on the PSU

I'm also suspicious about some things that might trigger the crash:
- There were a very few occasion when weird sounds (people making funny sounds, etc.) were playing in a video/game, the audio service would stop working but the PC didn't crash
- When my LINE/Facebook or other things were giving me notification sounds, sometimes my PC would crash
- When I just started opening a game this morning, my PC crashed
- When I Alt-Tabbed from my game to another window, this morning as well, my PC crashed

I've also been keeping my PC turned on, playing a game for several hours since I posted this thread and nothing weird happens. I hope those might give you guys some clues.
