Just curious on this matter though.The NB Frequency seemed to be the reason why my PC was acting weird with low fps, low gpu usage, and sudden shut downs. I am using a generic PSU and through HWInfo, my voltages seem to go down. Should I change my PSU now nothing seems to be wrong although there are rare times where I can smell something like burnt plastic at random times but I can't pinpoint where it is coming from.

+12V = 11.016V (Minimum), 11.401V (Average)
+5V = 4.860V ( Minimum) , 4.934V (Average)
+3.3V= 2.668V (Minimum) , 2.944 (Average)
 
Solution
Your not undervolting the PSU. It's putting out lower than spec voltages on the 12 and 3.3V rails. (5V is in spec.) I would replace the generic PSU as soon as possible. I'd also work on finding the source of the smell.
