Why is my Gtx 1070 underperforming?

Last week I decided to upgrade my gpu from MSI Gtx 970 Gaming to MSI Gtx 1070 Gaming X which turned out to be a huge mistake it seems. When I got my card I started playing Assassin's Creed Origins and noticed immediately how the performance wasn't right. On everything max I could only get 35-45 fps. After that I turned on the in-game performance tools and noticed that my CPU was stable but my GPU was way off the charts and bouncing around like crazy.

When I noticed this I tried Lowering the graphic settings to Medium and Very low that resulted to very minor increase in fps and GPU usage was still high 90's.

Then I went on to do the Origins benchmark test and the results were following:

As you can see there is something wrong here. I also went on to test other games and the same kind of results were present in games like Witcher 3, Siege, Battlefield 1 and even Fortnite! And it's not only games. In Heaven 4.0 I got score 1000 points less than someone else with same exact hardware.

Here is a list of solutions I've already tried and proved useless:
-Updated drivers
-Uninstalled drivers
-DDU
-Disabled integrated graphics
-Uninstalled MSI Afterburner
-Uninstalled GeForce Experience
-Disabled V-Sync in Geforce and in-game
-Tweeked power settings to performance
-Updated BIOS
-Scoured the internet for answers

And here are my PC specs:
Intel core i5-4690k
MSI GeForce GTX 1070 Gaming X
Gigabyte Z97P-D3
4x4Gb 1600Mhz Kingston DDR3
Corsair VS550 550W PSU

Your CPU could be bottlenecking.
Also try remounting your GPU.
One more thing. Go to or install the nvidia software and make sure that your GPU is using maximum performance mode. There are a few modes where the gpu will say its using 90% but in reality its using 10 or 20% power.
