Upgrading my dell optiplex 790mt

Crucial.com lists a 4GB DDR3 1866 module for that.

But be sure it's low density x64 RAM and not the cheaper "AMD" x128 high density RAM.
The 1030 is pretty weak actually. The GTX1050 would be a better choice if you can afford it. The 1030 is a 720P card for gaming use, the 1050 is 1080P so it has more of a future. But if you're not gaming the 1030 will be fine
