Your cooler is facing the wrong way, which can impact temps a little bit. The fan should be on the other side (no need to remount the cooler, its clipped on).
I would also say you need more airflow before a new cooler for sure, make a bottom intake or a second front fan (those HDDs do block some air).
It also appears you need to clean more often (its an old picture sure, but regular cleaning always helps)
What are your full specs and budget?
If you are on a tight budget then a water cooler should not be an option. Cheap CLCs are expensive for what you get, they dont perform all that well, and they are loud.
If you already have a 212x you shouldnt be seeing those kinds of temps.
How much/what kind of thermal paste did you use? How are your case fan layouts.
A typical 120mm water cooler would perform about the same as your 212, to give you an example.
Can you post a picture of your layout?
You do need a few more case fans, at minimum at least 1 more intake fan at the front/bottom.
When you say the CPU fan is pointed at the exhaust, do you mean the fan is on that side, or its on the far side of the cooler, blowing at air the exhaust.

This is an old pic, before I cleaned it out and put in the i7, but the CPU fan in the same place and same case.
The front fan is, near the hard drives.
