I used CPU-Z to identify the "unhealthy" one is running at a slower clock speed, but the temps in both are around the same.
Both have water cooling and tonnes of extra fans so think this is unlikely to the issue. Both have the same BIOS setting and power management is set to high performance.
How should I go about locating/fixing the source of the underperformance?
