How can i test my mobo if its not working..

Hello and I’m really sorry for bad english..
My last mobo burns out and i buy a new one ( i mean second hand ) .. i have a many problems with her .. when i was using the pc after a few hours using and it shows BSOD ( blue screen crash) .. just leave that .. Yesterday i was using my pc and just he turns off .. i didnt touch anything ..
and it wont turn on again .. but the interesting part .. the psu is starting i mean the fan is working but my gpu’s fan its not working .. it not shows screen of course .. and i dont know .. mobo psu cpu gpu ?? Im not a computer expert and thats why im asking you and it will be great if someone helps me .. i tried without ram .. put ram on single slot .. ( 2x2GB ) and nothing .. the same ..
If somebody needs that i dont know -
PC SPECS -
Mobo - Biostar GF7100P-M7S (s.775)
CPU - Intel Core Quad Q8200
RAM - 4GB ( dont know brand )
GPU - Gigabyte Radeon R7 240
PSU - 400W ( dont know brand )

Hello :) Im with Windows 7 64-bit ver. I didnt clear CMOS and yeah i reinstall windows when i change the mobo .. if i cant do nothing if someone can tell me how i can be sure if my mobo burns out ..
 

1. Have you cleared the CMOS now and tried to reboot?
2. Try unplugging the computer and disconnecting the hard drive, then reboot.

Yeah i cleared CMOS after i answer you.. Nothing happens .. i try without hard with one ram on each slot without ram i try everything still dont working .. it will be great if you or someone else tell me how i can be sure if its mobo 100% .. i mean how i can check
 

I have no way of knowing if the problem is your motherboard or some other part of your computer. I think if your computer was working properly yesterday, it is unlikely your motherboard suddenly died for no obvious reason. Do you still have your old motherboard and why are you so sure it burned out? Did you see it spark and burn?
