Motherboard cant access bios no matter what but bots to windows fine

My computer works fine I'm able to restart it and boot to windows normally but it skips the Asus screen
not giving me bios options(I understand NBD) so I still try hitting the f2 key and delete key to get into bios anyways but when I do this the computer never boots up any screen at all and my screen just has no signal from my computer. I have also tried windows advanced options and selecting access uefi firmware and it also causes my screen to show no signal. This all started happening when I disabled secure boot in bios a while back.

My computer:
Asus rog extreme x99 MB
Intel i7 5960x CPU
64gb corsair 3200mhz ram
Dual sli gtx 1080's
1.5tb SSD

Id just like to start by saying ive had trouble with this issue for the longest time and my computer has always takin to long to boot(around 30 seconds+). Anyways i tried the dumbest thing today which was switch my hdmi cable from my 2nd gpu to the first one. magically boots bios first time immediately and gets to windows in a flash. So if your having this issue its probably because you arent using the primary gpu slot on your motherboard as your display. In case your wondering why i wasn't its because the 2nd gpu i have is a hybrid with fan and liquid cooler as well as its newer so i figured id put the bulk of the load on it.
To access your BIOS on a Windows 10 PC, you must follow these steps.

1.Navigate to settings. ...
2.Select Update & security.
3.Select Recovery from the left menu.
4.Click Restart Now under Advanced startup. ...
5.Click Troubleshoot.
6.Click Advanced options.
7.Select UEFI Firmware Settings.
8.Click Restart

Just tried the battery and jumper and it didnt work. Any other ideas?

Solved the issue(somewhat). I've always had weird issues with multiple gpus and this is one of those cases. Last night I couldn't ever get it to show a screen like I was saying in my last reply. So I let the computer sit all night shut off with only the psu's on(i have 2). This morning i got out of bed and was like I'll just try turning it on again(because this motherboard seems to eventually figure itself out sometimes). I turned it on went and got good and came back and sure enought it was on and working. The only thing is I cant still seem to access bios. With 1 card earlier I was able to but with 2 it just doesnt want to work. And for your question I have 1 Corsair HX850I and 1 replace power 1000watt (I know terrible, gonna fry my shit blah blah, I'll take the risk) had it laying around.
