Quadro P400 + AMD Ryzen 5 2600 vs Intel i7 8700

Want to max out my video editing and 3D modelling experience- which combo should I go for from the above two?
I got 16 gigs of DDR4 RAM, and a 240 gig SSD + 2TB HDD.

Will the nvidia accelerated encoding (NVEC) help your workload and software, would it help more than Intels QuickSync?

Or will you not be using Nvidia's on Intels hardware acceleration (you do lose quality with both products for hardware acceleration, and just use CPU power instead?

If just CPU Power the 8700 is superior, same amount of cores and threads, but more instructions per cock and higher clock rates.

You'll notice that in MANY of the video editing and modeling workloads, the 2nd Gen Ryzen actually wins in single-core performance at stock settings...and if we include overclocking, only the Ryzen is even capable of that.
