hello i need big help about upgrading my pc
this is my components atm..
2x hdd
1x ssd
gtx 1060 3gb
xfx pro 550 bronze +
and thermaltake view27 case
So i my question is what cpu to get with b360m pro 4 cos already have it , what higher cpu i can combine with this mobo ( i was think i5 8400 or i7 8700 not k cos i dont want oc ) but i heard gtx 1060 3gb is weak for i7 8700 is this true or i can only go for i5 8400 and last i m gonna get h7 cpu fan, im only worried about bottleneck

Depends on your monitor resolution. If using 1080p, both CPUs would give you about same FPS in most games just because your GPU would limit what 8700 can do. If using lower resolution, you could see the difference (8700 giving you more FPS then 8400).

With this gpu the GPU bottleneck will be enormous. If you are planning to get a better GPU i would recommend the i7-8700. Also do not forget that dual channel makes huge difference in gaming performance.
If u plann 1440p gaming or higher I would recommend a ryzen CPU. In most of the optimised titles they beat intel with more than 20 fps on min and average

what about i5 8500 is same price here i know all talking about 8400 but for same price ?yea Im playing 60hz atm and have plan to buy later this year new monitor hmm what a hard decision :((

The difference between i5 8500 and i5 8400 in gaming is 1-5 fps. For the price difference it is not worth it.

Also to safe some bucks. Coffee lake DOES NOT fast ram like 3200 3000 or either 2666mhz. It will benefit from them just like 2400mhz memory. For better gaming performance you should get a kit too
