How to know if a PSU is dying?

My specs^

Basically ive decided that i wanted to upgrade my CPU RAM and get myself an SSD, because in games my frames keep tanking from 150 down to 12 when i check CPU and RAM usage they often go into the high 90s and leave my GPU down in the 70% which is why im getting a consistent 150 frames i had to turn settings all low, otherwise my cpu and RAM hit 100% and my gpu is still only just hitting the 90s which is why i know its bottlenecking but could it be a PSU issue too?

This is mainly in overwatch (ive also scanned/repaired the game file, it came back with no repairs needed). I was talking to my friend about it today and he said it could be a PSU issue which got me worried because ive not even thought about it being that. We are both first year students on a computing course so he doesnt know much more than me but i thought worth a check.
 
I don't think you should lean towards the PSU. PSU issues usually involve other issues that don't involve speed. Bad PSUs cause crashes....or cause the PC not to boot etc....things like that.

That all being said....I don't think your I5 is going to bottleneck a 1060.

I think there is something else going on.

It could be....not enough RAM.

I forgot to mention in the OP i dont just game, i also watch streams and do assignments ect on my second monitor whilst in games, so ive heard its not very good at multitasking? and could not enough RAM cause FPS Drops from 150 to around 10-20 on its own?
 
Not enough RAM can cause all sorts of strange things.

My main point is...I think the i5 and the 1060 go together well.
I'm running a 1060 with an i7-980 which is about as powerful as your i5 and no bottlenecking.

Not enough memory is a possibility...8GB is becoming borderline depending on what you have running....but obviously it could be something else.

Try closing any background apps you don't need to have open. Also, if you are using a 3rd party anti-virus/firewall app, disable it while you're gaming. I agree that 8GB of memory is on the low side. Newer games now require a minimum of 8GB. These days it's best to have 16GB.

Assuming you have windows 10, see what happens if you turn off notifications:

Also, just to see if anything improves, turn off all settings of Windows Defender (yours may look different depending on Windows 10 version)

If you have the latest Windows 10 then your Windows Defender will have Exploit Protection, try turning that off as well:

Obviously don't leave Defender disabled if you don't have other AV software :)

I have malwarebytes is that just protection vs malware or is it an anitvirus too?

I have tried this and i reseated my RAM and my usages seem to have gone down quite alot but im yet to go into a game so ill have to post back
