My laptop lags when plugged in and (i think its due to CPU)

So whenever my laptop is plugged in it lags. sometimes if i unplug and re plug a few times it starts to work but now that has also stopped. Even if my battery is full while plugged in it will lag if its depleted it will lag. i think i know the cause but don't know the solution for it.

When ever i plug in and start task manager my CPU ramps up to 3.1 GHz even though the base is 2.67 while doing nothing except task manager and my CPU usage will be stuck at 100%. However when its not plugged in it will be around 1.67 GHz and lag less.

I have win 10 64 bit HP elite book 8450w
core i7 620m and a Nvidia Quadro 880m 4GB ram

My main query is how to i prevent it from getting stuck on 3.1 GHz and prevent such lag..

Well obvisoulsy something is running in the background that is eating your cpu. Any application open in the background that could do this?

go to control panel > power option
click change plan setting > click change advanced power setting
scroll down to processor power management > adjust maximum processor state

that should do it...

I tried that already but its not working.

The thing is that in one of my power outlets it works perfectly while plugged in and does not go over 1.67 GHz when in task manager however that plug is in my kitchen and its hot in there hence i cannot play easily.

Basically i want to know why it is not lagging in that specific plug but is everywhere else

- Core i7 620m with Turbo boost enabled can go past 3GHz. That is normal.

- Use Task Manager to figure out which programs are taking up CPU or post a screenshot of your task manager sorted by CPU usage. 100% is not normal if you have no applications open. Older laptops do not have strong CPU power so even 1-2 active processes can max them out. You don't have to have open programs to be using CPU.

- Try setting both your plugged in and unplugged Power Options profile to high performance.

- Try using Intel Extreme Tuning Utility to have a look at your temperatures and to see if your processor is thermal throttling or current level throttling.

Sorry for the late response my exams started
1) in task manager i have noticed that many applications raise their cpu usage when plugged in eg google goes from 5.1% to 57%, task manager goes from 1-2% to 15%, something called system uses goes from >1 to 5%. Many other things also increase their usage however only slightly (+>1%).
2) i used intel xtu and it says this
