i7 4770 severely underperforming

Hello,

I bought a new computer off craigslist, and the specs were pretty good. When I started playing games, I noticed the fps was very low, even on the lowest settings. I did a userbenchmark and it said that my processor runs significantly slower than most people that have the same processor. Just looking for any suggestions as to what the problem might be.

Solution
By the looks of it your processor might be overheating. Your benchmark is showing an average speed of 0.8GHz.
You also linked to the general page for the 4770, so Im going off the recent benches that match your results.

Im looking at the cpu temperatures and they are below 50 degrees C. So I don't think it's overheating.

Download Intel Extreme Tuning Utility to run stress test on your CPU. You should be able to tell whether your CPU is overheat or not.

Hello everyone.

So me being the idiot read the wrong temperature. It says 100 which is way too high obviously which would explain the processor slowing down. However the CPU does not feel hot at all, which is also why I didn't think it was overheating. My old computer used to heat up a lot and reach 80-90 and I could definitely feel the heat. This new one I can't feel the heat at all. Any suggestions http://

Blow it out and make sure theres no dust in it.
Beyond that, you could replace the thermal paste (which requires removing the cooler).

But, if you are going to remove the cooler you might as well buy something like the 212 EVO or Cryorig H7 and make sure your temps stay much lower.

The reason you cant feel the difference is because your old PC was getting the heat off the processor and venting it, so you could feel it. This one is not transferring the heat off the processor.
 
It's also possible that one of the pushpins on the four corners of the CPU cooler might have come loose, perhaps while the system was getting transported or cleaned. Here's one tutorial that explains how the cooler should be installed, and shows how the pins should look when properly in place...

And as was already said, if you remove the cooler, you should clean off and replace the thermal compound.
