I cannot boot into any OS, windows or Linux, I get the same error.
I have removed all extra hardware and only tried booting with bare minimum hardware and still no luck.

I CMOS reset
I reflashed the bios
Tried with only 1 ram and also swapped it

Here is the error screens from windows
and Ubuntu

I'm not able to find out if the motherboard is at fault or the cpu

Also there was a spark in my switch board last night and the pc shut off instantly, it was pretty late so I didn't try to turn it back on and went to bed. This morning I found out this problem.

Specs:
MB: ASUS M5A78LX-V2
CPU: AMD FX-4100
RAM: Kingston HyperX Fury DDR3 8GB
PSU: Antec VP550P

Solution
If you get machine check exceptions in both Linux and Windows then it sounds like failing hardware. Machine check errors generally point to either the motherboard or processor or the primary components in general. If you do not have another AM3+ motherboard, CPU, PSU, or another RAM kit to test with (or any you can borrow) I would either seek testing from a shop or simply rebuild a new PC. An FX4100 in my opinion wouldn't really be worth fixing. The parts would be cheap but current platforms like Ryzen are dramatically better.
It could be the PSU or motherboard.

Unplug the power cord, press the power button for 15 seconds then remove the CMOS battery.
Leave the CMOS battery out for 10 minutes.
Press the power button for 15 seconds.
Place CMOS battery back, plug the power cord and power on.
Any changes?

@jr9 Thank you for your reply! Since I do not have extra components I will take it to the shop and get it tested and will sell the working ones and get a new build.
I have made a list:
Ryzen 5 1400
Asus ROG Strix B350-F
Cruical Ballistix Elite 8gb 3200mhz x2
Also could you please recommend a better or a different RAM because the shopkeeper said that he might not have that specific one available.

You could tale a look at the recommended Asus RAM from this document or AMD RAM list

With Ryzen builds, especially if you want RAM at that high speed, you will want to go by part number using the list of RAM that ASUS says will work with this motherboard (called the QVL). Looking at the one for that motherboard, here are a couple of approved kits:

KINGSTON HX430C15SBK2/16 16GB ( 8GB*2 ) DS N/A Heat-Sink Package 15-15-15-36-50 1.35V DOCP2666 ● ●
https://www.newegg.com/Product/Product.aspx?Item=9SIA4S84RP1327
part number: HX430C15SBK2/16

Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz C15 Desktop Memory Kit - Black
https://www.amazon.com/Corsair-Vengeance-3000MHz-Desktop-Memory/dp/B0134EW7G8
part number: CMK16GX4M2B3000C15

if you don't pick an approved kit it probably will work, but it might not work. If it doesn't this means the system will fail to start or be unstable when the RAM is set to full speed with XMP.

I'd also consider whether or not you actually need 16GB. If you can get by with 8GB (which most people can) then you can save money getting a 2x4GB kit.

Ryzen 5 1400 is about 70% more powerful than the FX-4100. The difference would be very noticeable especially with 3000MHz RAM.
