Gtx950m low usage low FPS

Hey I have a GTX950m, 8GB of ram and an i7 CPU when I try to play CSGO i get 70-50 FPS on the lowest setting upon checking GPU/Cpu useage they are sitting on a maximum of 30% useage it never used to be this bad.

I have tried using DDU and clean re-installing my drivers scanning for malware/viruses using malwarebytes and bitderender.

I also get low FPS on league of ledgends.

this is a laptop i presume? as you are using a gtxXXX - M = mobile.

have you run hwmonitor or similar program to check the running temps of cpu/gpu whilst playing games? could be thermal throttling. clear vents, clean fans and pipe/grills if you can gain access to inside.

your hdd, is it full? or has less than 20GB free? lack of space will mean windows cannot grow the pagefile, resulting in slow down.

Someone mentioned that a RAM cleaner (program) helped with their gaming, have you tried one of these?
