I currently have G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3200 running on my MSI - X370 GAMING PLUS ATX AM4 Motherboard and it only utilizes my memory at 2133. Is there a way to utilize this at the full 3200? I would hate to think that I paid for something that can't be utilized.

Pretty much all motherboards will default RAM speeds to 2133mhz regardless of the speed your memory was advertised at.

You need to either enable XMP in the BIOS, pick one of the DOCP profiles in the BIOS, or manually set the speed timing and voltage your kit is rated at. If your kit is not on the memory compatibility list for your board, there is no guarantee it will even boot or run stable at 3200mhz with it's rated timings, you may have to go a bit lower say 2933mhz.

I went into the BIOS and turned on the A-XMP setting that is on the BIOS screen. It does nothing. Is there something that I'm missing?
