Second motherboard went bad - what else should I replace/look at?

I have the following build (my first build - parts list link below) which I put together in summer 2015. Around this time last year it stopped booting up so I took it to a repair shop and they told me the motherboard was bad. It was still under warranty so I sent it in to Gigabyte and they replaced it with a new one. That one was working fine until about 6 months later when it started intermittently failing to boot up. Currently, it boots up about 1 in 7 attempts and usually needs a long break between bootups. I use it probably twice a month now. I'm assuming it's the motherboard that is causing the issue since it is just like the first time - lights/fans/etc come on but no mobo splash screen (but I'm not really sure, since when it boots up it works great.)

Does it sound like another motherboard issue, and if so, what else should I replace or look at so I don't have the same issue a few months down the road?

I'm not overclocking or anything like that.

The corsair CX 430 PSU's were notorious for not being reliable, now the newer CX450's are a lot better due to better components that are used.

That being said I'd get a different PSU just on this fact, I have replaced a few from them dyeing on people.

What exactly happens when you turn on your PC? Does it enter a constant Post loop (continuously restarts) , Power on just doesn't display the boot screen and stays there (no restarts)... ect

Are there any post codes? some motherboards need an added motherboard speaker to hear them (usually plugged into the front panel header on the motherboard itself) , some a have a digital read out, some have led's next to components that light up when it doesn't pass post.

That is good to know re: the PSU.

The PC powers on and stays on with the lights and fans going, no restarts, it just never reaches the boot screen. I eventually kill it by holding the power button down. I've let it sit for hours thinking maybe it was doing a bios update or something but it never booted up. I don't think there are any post codes - I read through the manual and no mention of troubleshooting codes and I can't find anything on google.
