Project computer help

I bought a project computer from my cousin a few months ago. Hardware:

Intel Core i7-920
Nvidia GTX 580
Seagate Barracuda 7200.14 1TB
6x 2GB RAM Sticks
Asus P6T Motherboard

It had been preforming decent/ sub par and ran a hot CPU, so I bought a new heatsync, applied new thermal paste, and it ran at a decent temp for a while (~65-70c). It ran decently, and PUBG would run at 60 frames except when in laggy areas (as expected). Recently it hasn't been running great. I tried playing PUBG at lowest setting in FPP solo and I coudn't get better than 20 frames. I looked at my temp again and it shows upwards of 80c. I know that's way to hot, so I immediately killed all programs I could and I'm looking at better heatsyncs now.

I'm looking for other opinions and possibly other solutions/ things that could be going wrong with my PC. Thank you for your responses ahead of time.
 
Solution
The cooler is inadequate for your cpu. What did you expect from €6 cooler?
It is recommended for cpus up to 85W. Core i7-920 is 130W cpu.

Get a better cooler. CM Hyper Evo 212, Cryorig H5, Cryorig H7 or similar.

I'm pretty confused by your answer; I've never heard of thermal paste or pads being applied to a GPU. I thought thermal paste was applied to heatsync to dissipate heat from CPU.

I don't think Windows isn't upgraded correctly because it's been running without hiccups, though I'd like to test if if there's a way to. Do you know of one?

 
GPU's a type of processor, just like a CPU. The memory pads also gets pretty hot so most GPU coolers have a thermal pad on top of the memory chips.

I'm not talking about whether the update is done correctly, I'm talking about MS releasing a poorly made update.

Thank you for clarifying. I've been looking at CPU temp through Logitech's G-Tech software. Do you suggest software to monitor GPU temperature?

I'm running Microsoft 10. Is there a possibility there's something wrong with the Windows software I'm running?

What heat-sink exactly are you using for your cpu?
Is your cpu overclocked?
What are current idle/load temperatures?
Can you show screenshot of MSI afterburner hardware monitoring window, when gaming?
(graphs important: fps, cpu usage/temp, gpu usage/temp, ram usage, video memory usage)

The heatsync I installed is the Arctic Alpine 11.

No overclocking.

Using MSI Afterburner before even booting games shows CPU at uncomfortable levels. I started loading South Park: The Fractured but Whole but stopped it pretty fast after seeing these graphs:

It seems clear that my performance is bad because my CPU is overheating, but I'm not sure if that's the only problem and I'm looking for ways to fix it.

I used MSI software to turn the heatsync fan all the way up and temperature didn't improve at all.

I see. This heatsync was an upgrade from what I was provided (stock) so I assumed it was fine. Thank you for your help! Hopefully this fixes my issues.
