Second RX480 not working with Gigabyte Z87M-D3HP

Hi,

Here's my setup:
Win 10 64x Pro
Gigabyte Z87M-D3HP bios date: 01/20/14
i7 4770K
8Gig RAM DDR3
DirectX 12
XFX RX 480 8gig x2
Thermaltake SP-750PCBAU Smart 750w 80+ Bronze Power Supply

I have just bought a second XFX RX 480 8gig but it doesn't seem to be working and because I bought it used, I am not sure why it's not working and I would like to figure out if:
a) the used rx480 I just bought is a dead card and I have been scammed
b) the mobo is too old to support a second rx480 (the mobo only has one pciex16 running at 16x; the other pcie16 is running x4)
c) some drivers issues

After I bought the card, I just turned the computer off, installed the GPU, restarted the computer and then uninstalled all the drivers and reinstalled the radeon drivers (Adrenalin 18.3.4)
In the device manager, both RX 480 are recognized, but there is an exclamation mark on the second one with this error message when checking the properties:
"Windows has stopped this device because it has reported problems. (Code 43)"

I will probably try to install the one I just bought in the pciex16 slot this week-end, but curious to see if anyone has any insight in the meantime?

Ok so after some messing around, I fixed it by uninstalling all drivers using DDU, and reinstalling the latest drivers and applying the pixel patcher. Works fine now, but the second GPU slot on that mobo is quite a bit slower. Might be time for a mobo upgrade... :(
