2 Hard Drives, XP and 98, Does Load Order Matter?

So basically I got my hands on an old PC and managed to get it working (The processor is an old Pentium II @ 331 MHz, only 256MB of RAM, 4MB of graphics... a real beast xD).

I was told it had come with Windows 98 but once I got it working, much to my disappointment, only XP was working... on the slave drive. Go figure (98 was not working because it was... stored as an application, of all things, along with random documents and images on the master drive. I wiped the drive to clean it up).

Anyway, I want to install Windows 98 again and am wondering, since I have 2 HDDs, if install order even matters if I install one OS on each HDD? HDD #1, labeled C, is the Master, but it's empty. HDD #2, labeled D, has XP on it.

So, do I have to uninstall XP or can I just install 98 to the now empty drive?

Solution
No you can just go ahead and install it,but you will have to change boot drive from bios every time you want to enter the other OS.
Or you can make the second drive DOS and always start from there and just add a menu to either boot win98 or XP.
